where is the IRR of RA 7160?

yes, the RA 7160 is the bible of the local government officials..all dilg sponsored seminars i've been to always tackle this...but nobody in those seminars ever mentioned the IRR..why so?

i've seen a lot of references to the IRR of RA 7160 but i can't find the IRR itself. my favorite law library online (www.chanrobles.com) has all the republic acts, lots of IRRs but no IRR of RA 7160..a blog i found claimed that he/she also haven't found it on the web..

saw a book prepared by the Local Government Academy.."Guide for Punong Barangay and Sangguniang Barangay Officials"..do they sell it? do they give it away for free for the barangay officials? how does one an official get to have a copy? or is it only my town who doesn't distribute books, guides, manuals?

bakit ang hirap makaalam ng mga bagay-bagay patungkol sa tamang pamamaraan sa pagpapalakad ng isang barangay? tama ba na iasa ang pagbibigay ng impormasyon sa lokal na opisina ng dilg at dbm? matagal na akong umasa, pero ang mga impormasyon kong nakukuha ay hindi galing sa kanila, bagkus yaon ay bunga ng aking pananaliksik at tulong ng mga mas mapanaliksik kaysa sa akin.

paano kung ang mga humahawak ng ng mga lokal na opisina ay kulang sa impormasyon o walang masyadong pakialam?

sabi nga kagabi sa akin ng isang punong barangay, "bakit nila tayo ginagawang tanga?"

bakit ayaw ipaaalam sa mga barangay officials ang bagong labas na local budget memorandum tungkol sa final IRA ng mga barangay sa bayan namin? bakit ayaw kaming pagawaain ng supplementary budgets kahit na dapat ng gumawa ang iba sa amin?

budget for the senior citizens as applicable to the barangays

in the general appropriations act from 2002 to present, a section there always state "one percent of the total fiscal budget should be allocated for the senior citizens and the disabled".

i've read them. i have been informed of that by my mom who was a former secretary of the municipal office for senior citizens affairs. i have also been informed of that by the auditor assigned to our town a few years ago. and yet, our municipality only allocated that last year. this is the first year that the barangays in our town will allocate it and it will be allocated using supplementary budgets or realignment.

i can't find any guidelines as to how to go about his. the senior citizens barangay officers have been clamoring for their one percent share. and barangay treasurers are scrambling on how to do this.

if the phrase on all the acts, memoranda, circulars, resolutions say "one percent for the senior citizens and the disabled", am i correct in assuming that both sectors will share the one percent translating to 0.5% for each sector? thereby making the barangay senior citizens officers wrong in asking for the whole one percent.

also, what are the guidelines in the disbursements of these funds? do we, the barangay council, just issue the barangay officers the lump sum? personally, i don't think that is the right procedure. treasurers disburse funds according to the new government accounting system. what are the allowable expenditures of the senior citizens of the barangay that can lawfully be disbursed.

if and when my barangay will allocate this obligation, i will stand firm on the point that they cannot get all of the one percent.

i hope someone or some agency be kind enough to enlighten the punong barangays and barangay treasurers on this issue.

where are the other barangay treasurers' associations/ leagues?

in my several years of being a barangay treasurer, i have only known of one such league existing (angeles city). searching the net, i found a barangay secretaries' league. i think it's in batangas.

we all are governed by the same laws, rules, regulations, memoranda, circulars, resolutions and yet, from what i have seen, heard, and experienced, different towns have different ways of doing the same things.

in my town, i pity the newly appointed barangay treasurers because they have no established support system. i know because i went through it. i was appointed last term, a year after that particular term assumed position. i felt like i was drowning.

the position i assumed was vacant for two months and there was no proper turn-over. and since am not familiar with checkbooks, i didn't even know to whom the checks i was making be named to.

seminars...yes we are given those. but majority of the things we have been taught are usually not really practicable in our barangays. in my six years in this capacity, i never encountered any treasurer from our town who is aware that the IRA amount that they put in their budget for the fiscal year is the actual IRA that they will be receiving for the year. goodness it was so basic and yet nobody ever remembered to to give us that fact. it was so basic and yet, the treasurers themselves, even if they have been so for longer than i was, wasn't aware of that fact. i asked several treasurers if they did not even wonder how their budgets stretched until the end of the year despite of the fact that they almost always spend more than the amount they indicated in their approved budgets.

even more surprising is even punong barangays who have held the position for so many years are also not aware of that fact, and a lot of them are not even aware that the IRA is deposited twice in a month.

lest i may be misunderstood, i would like to clarify that am only speaking about my town. this is not the bashing kind of a blog. i am really, really saddened by these observations because i cannot see here the realization of what the local government code aim to do for the empowerment of the barangays.

i survived the past six years with a lot of help and understanding from our municipal accountant and the internet. but sadly, materials for these topics are very scarce on the net.

coming across the other website of the dept of budget and management region 6 led me to a blogger here. i salute dbm region 6. and i absolutely bow to mr. poncet for having sites for fiscal administration and procurement shoutbox. also for his tweets on twitter.

this is my sixth and a half year in this position and yet i have not been issued by our dilg office for a certification of my years served. i have been requesting for this a month before i finished my fifth year in service. there is a joint memorandum or circular that grants sub-professional eligibility for elected and appointed barangay officials who completed a whole term or an aggregate of five years such as that the gaps between positions must not be more tha a month. our barangay secretary and i assumed office on the same day. we both were re-appointed this term. personally, i prefer taking the civil service exam but it's the principle am after. i really can't understand why we haven't been issued any certificate.

this is another thing that a lot of our town's elected and appointed barangay officials are not aware of.

in trying to raise the consciousness and awareness of my fellow treasurers, i get some flak from people who have been in position for eons and dislike the fact that am making the officials in our town be aware of their rights and responsibilities as barangay officials.

one may wonder and ask, and indeed some have asked me pointblank, "what are you still doing here?" i also have asked myself that question so many times for the past six and a half years and the only answer i always come up with is, if i can help bring about changes for the better, that's my reward. if i can be an instrument in raising their awareness of their rights and responsibilities and start changing bad ways, that's my reward. even if the changes are miniscule, at least change has been brought about.

or maybe, am just a glutton for hardship and heartaches. :)

a nth time newbie

starts and stops...

that sums up my experience with blogs.

almost from the time blogging started, i blogged. i spent time on custom designing my page and only manage to post an entry or two.

i even had a "secret" blogsite. the only ones who knew about them are my cyber friends from an adult site.

so what am i doing now?

i am researching about laws & guidelines about the fund allocation for senior citizens by the barangays and found a blog site for fiscal administration practitioners. i fear i am being presumptuous in thinking that i somehow belong to those practitioners because i am only administering the fiscal budget of the lowest local government unit. i wanted to comment/ask about one of the posts i read and it can't be posted. several times i tried but to no avail.

so now, i have a blog...again.

this time around, i did not spend more time than necessary in customizing my layout. i went with the presets. i hope this will be my last start.
